What framework can be used to create a menu for a site for all types of devices?

Reading the instructions for developing a menu, I come across 2 approaches to its implementation, this is the development of several menus for a specific device or the development of 1 option + optimization for all types of devices, tablets, desktops, phones. Tell me if there is a library that, depending on the device, optimizes the menu for display on all types of devices. Or is it better to write for each separately?

Bootstrap and all similar frameworks. It is Bootstrap that already has an adaptive menu, although of course it all depends on how you build "your" Bootstrap.
