Есть форум на sql.ru. Еще есть на rsdn.ru, но там не особо активно.

All forums are divided into those where questions appear immediately with answers or srach for several pages and those where 95% of the topics are "do the task / lab / coursework for me." The remaining 1% of visited forums are forums of specific projects or narrow topics, like the already mentioned PHP forum, FreePascal.ru or OSDev.ru, for example. About 5-8 years ago CodeNet was good, but now it is dead, unfortunately.
