What formula can be used to calculate the rating of a post?

There are three posts that were published at different times.
The first one got 30 likes in 3 hours.
The second one got 25 likes in 2 hours.
The third one got 15 likes in an hour.
What formula can be used to calculate which post is potentially more popular? Just comparing the number of likes is not an option. For example, the third post currently has fewer likes than the first, but it could have more likes (or the same number) if they were published in the same amount of time.
How can this be calculated mathematically?
