What foreign hostings do you know or use with high download speed and low server response time?

What foreign hostings do you know or use with high download speed and low server response time in the US and EU zone. Site on Wordpress. No matter how much I test, I can’t find a normal foreign hoster that is no worse, for example, than req.ru (the best results so far in tests, but I don’t plan to contact req.ru for certain reasons now, plus this is the ru zone), but at the same time with a price balance /speed.

Take Germany, Holland - the smallest ping will be
Personally from my point of view - that 5ms-30ms (this is in the Russian Federation if the site), that 60ms-80ms when opening the site (if in Europe) I don’t care at all ... I don’t notice the difference

At one time I liked hetzner , they kept a dedik there for a penny and with excellent uptime.

Just take each specific one and test it, many have an example of an ip that can be pinged, some even have special pages, like https://www.linode.com/speed-test/
