What equipment to choose to build a wi-fi network?

Hello. There is a network of a small enterprise, the topology of which is approximately shown in the figure.

It is necessary: to provide a wi-fi connection to the network in each of the buildings. In this case, it is necessary to provide different access rights for several groups.
Having connected to wi-fi in any of the buildings, the user, depending on the group, should receive:
1. Internet only. Access to the local network is completely prohibited.
2. Internet + access to some local network resources (for example, only to a network printer).
3. Internet + full, unlimited access to the local network.
Advise, please, the equipment on which all this can be implemented. Budget - the smaller the better.
Thank you.

Put wi-fi points in each building. One of them has a server with windows server+AD+DHCP+DNS. Users from 1 point when connecting only to the Internet will go out. From the 2nd group, you install the printer yourself from the admin. Group 3 is domain users. Inet + All locale. It's easier

Wi-Fi access points in each building are exactly AP mode, not a router, we resolve accesses on the central router as you like, subscriber authorization by radius, from the central router, you can do without a server and AD, as advised above, without them it will be cheaper and less settings. Only as a central router, take something like

I would like to get clarifications on the subject of WiFi. What is the approximate number of users planned in each building?
The higher the number of users, the more expensive the project will be, respectively.
The question is not idle, because based on the load on the wireless network, you will need
to select equipment
