What environment to use to create a mini cloud?

We in the company have an idea to deploy our own cloud for the staging environment, to test ideas and technologies.
Now we plan to allocate 4 servers for this.
What software is best suited for this task? Should I try deploying OpenStack? Anything else?

Hello. With openstack, we somehow tried with a colleague and suffered a little. Although if you dive into it with your head, then the thing is, in principle, not bad. But for your purposes, I would recommend Proxmox VE or Citrix XenServer
I also tried oVirt , it's a very good thing, you can also build a cluster. But you also have to figure it out, a lot is not clear, there is not much information.
