What engines are available for 3D games?

I mean that there are already ready-made solutions with good documentation, all by analogy with frameworks in php.
All sorts of stalkers and the like, I think they use something ready-made and just hire programmers who are finalizing it.
Interested in areas:
WebGL for developing browser games, for mobile platforms, as well as everything else related to the development of games for PC.
It is quite possible that there is already a universal solution.
