What encoding should be used to send a query to the database with SQL_Latin1_General_CP1_CI_AS encoding?

There is a SQL Server 2008 R2 and a site on php. The site uses UTF-8, the server says it has SQL_Latin1_General_CP1_CI_AS. I get data from the database, convert cp1251 -> utf-8 everything is fine.
However, when writing converted utf-8 -> cp1251 data, they are not displayed correctly when they are received back. For example, the word "Discipline" becomes "Aenoeieeia".

Is the server under your control? Can you change collation to Cyrillic_General_CI_AS ?
