What encoding of the MSSQL database should be set for the normal display of the Cyrillic alphabet?

The mssql server by default exposes the charset SQL_Latin1_General_CP1_CI_AS, established Cyrillic_General_CI_AS
I pull the data from the table by means of php + sqlsrv - I receive question marks.
