What Elastic Cloud Open Source Platforms Are There?

Interested in platforms suitable for public cloud hosting. The main requirements are openness and elasticity, and, of course, support for public clouds, that is, the availability of funds to account for the resources consumed by instances. I already tried to install opennebula, but either I didn’t understand something, or there is no real elasticity (i.e. process and data migration) - an instance cannot consume more resources than the node that carries it, and in this case, almost all the meaning of the cloud in my opinion is lost. A similar question was already asked on webhostingtalk.com, but they came to the conclusion that open platforms are complete nonsense and one of the best cloud platforms in terms of price / quality ratio is onapp.

You can look at us (http://selectel.ru/cloud/). The only thing is that I am not a supporter of newfangled terminology, so we do not have “instances” and “elasticity”. Resources are provided as needed, paid for by consumption.
In terms of resource consumption, more than a node - these are very experimental technologies (as applied to "regular Linux"). They exist, but they are not yet ready to be put into production, because. no one can guarantee stability.

And how can you allocate more resources than there are on the node?
