What does visual studio installer do?

I ran into such a problem that after installing Visual studio, file permission errors occur:
it is impossible to view a photo with a regular program, the
browser cannot download the file,
etc.
....
This all happens for a reason unknown to me for the second time (WPF components were needed).
NTFS rights management does not solve anything!
Because of this, I had to create another profile after the first time, but I really don’t want to reinstall Windows.
And if you do not use this studio for some time, then it may break, and the installer says that nothing has been installed.
And as a result - do not reinstall.
