Returns 2 and 3 (when auth_by_phone is enabled), what do the results mean? There is no documentation...

If the user number is valid, 1 will be returned.

Accordingly, if not 1, but, for example, 2, then the number is not correct.
Using the scientific poke method, you should try it on the VK website and see the error text.
