What does the provider operate when it decides in which area to build its network next?

I became curious about the strategy of providers when they plan to build their network.
Obviously, they are not pointing a finger at the next area with their eyes closed, where they will put their base stations and develop the network :)
Probably there are some economic indicators, for example, what and how many legal entities. there are people in other areas, the number of houses and apartments, what competitors are, and also, probably, they are somehow conducting a study of how many Internet users are in a particular area and which provider has what market share.
Tell who that knows on this subject. I want to improve my skill, and just broaden my horizons.

I worked for a large telecommunications company and dealt with just these issues. True, the connection was fixed, but this does not change the essence and the differences are minimal.
To begin with, a general analysis of network fragments is carried out. They look at the load on existing communication objects. Then impose stat data on the number of households, the number of inhabitants. The output is "formal", often divorced from reality data.
Then real analytical data is used: the number of legal entities, the number of individuals, the average voice / Internet traffic. Looks at the dynamics of growth in the volume of consumed services. Based on these data, a network development program is being built.
But the fact that there is a certain territory in the program is not the fact that work will be carried out there. The budget, as usual, is not enough for everything at once :) Therefore, feasibility studies are being prepared for the construction of a network in a certain area, based on the results of which final decisions are already made.
There are not rare cases when it would seem that a “tidbit” must be built up in order to “cut even more dough”, after cold-blooded calculations, we had to cross it out of development plans, since the numbers said that if we invest 10 rubles here, we will get profits 1 ruble, and on another object we will invest 12 rubles, but we will get a profit of 1.3 rubles.
Summarizing, I can say that the main thing that companies are guided by when developing a network is the “numbers” from economists and analysts of the company.

Very often I met on the websites of providers when checking the connection of a particular house or street of the contact form, you indicate your phone number and you are informed about the connection. They even called once, but did not switch.

often the provider will be guided by the number of potential customers ... also, often, providers try to cover areas that are actively built up - it is much easier to carry out all their communications there while the construction is not completed yet.
