What does stack_action_timeout option mean for heat in openstack?

Hello everyone, I'm trying to understand and forgive openstack. Especially director.
Openstack v8 from Redhat.
I don't understand the stack_action_timeout option
This option is in heat, by default = 3600 (Integer)
The description is: Timeout in seconds for stack action (ie. create or update).
But from the description of shit it's not clear how it is in the whole open stack. What is this timeout? Timeout before it starts this same action or timeout how long can it wait for the result of execution or what?
Reducing this option can affect the speed of deploying overcloud?

In short, I handed over, I handed over 8 open stacks and did not pass. Piece of broken shit.
