What does ORA-24404 error mean?

I'm trying to connect via vpn to a remote Oracle database, it gives an ORA-24404 error. With the text: Error while trying to retrieve text for error. all the firewood is installed and visible. As I think, maybe this is the wrong login, pass, encoding or something else. Or am I thinking wrong and there is a mistake in another?
