What does it mean to know SVG?

Hello.
I have perhaps a strange question but nevertheless. From many front-end gurus and to this position, I meet the requirements of "Knowledge of SVG graphics". Okay, what does that mean?
The ability to use SVG files on the page as icons, to do minimal manipulations (change color, size, animation) with svg, is that enough?
Or does the requirement "Knowledge and use of SVG" immediately imply the level of creation of sliders, indicators, etc.???

Each scribbler of vacancies understands his own. I also often see "Knowledge api" - which is also vague. It's like knowing a PC.
I think it's easier to specify at what level it is worth knowing this or that. I think such clarifying questions are only a plus.

Know, for example, answers to questions: what attributes are not supported in IE, how to upload in the correct format from a graphical editor, how to compress, performance improvement techniques.
