What does it mean that I was given root access via ssl?

Clearly, an SSL-encrypted secure connection. It is clear what is access via FTP, HTTP. I know about the TCP/IP transport protocol. But what does "root access over SSL" mean? How, for example, to connect via FTPS?

To connect via SFTP, you need a program that supports this protocol, for example WinSCP, create a new connection there - select one of the protocols, FTP, SFTP or SCP, enter the host, login, password and that's it.
