This is not a "gloss effect", it's just a desire for the page to be designed according to the principles of design in magazines. The example given is not the most beautiful, the layout is terrible, but remotely understandable - frames, pictures in a non-standard mask, etc. Just take a few magazines, see how they are laid out and do it by analogy.
You can ask the client to show his favorite spreads in magazines to better understand what he likes.
