What does APP_DEVICE_NOT_ALLOWED error in OK API mean?

The error comes in response to friends.AppInvite, the invited user logged in from the device specified in the request through the OK application, and its identifier returns a friends.getByDevices request with the specified platform (ANDROID). It's not clear what "The specified device is not available" means - the application does not have enough rights? Or is there something wrong in the platforms it can send invitations to?
