What does all backends are down mean?

I was thrown out of the admin panel again, this time with this error.

[2019-03-06 15:07:51] (ERROR in xPDOConnection::connect @ /home/u254632187/public_html/core/xpdo/xpdo.class.php : 3097) SQLSTATE[HY000] [1105] (proxy) all backends are down

Couldn't find a solution to a similar problem.

Can't reach the database server.
At the same time, you use mysql proxy, which returns this particular error (it is actually not used often, therefore it is not so easy to find the answer) ...
The database server may lie, the network may lie before it, the mysql proxy may not be configured correctly . To understand what exactly is happening, you need to make a deeper diagnosis.
You probably need to contact your hoster's support service, or your admin if you have such a question.
