What does a website designer do?
Recently I took a poppy for myself, I wanted to install Photoshop, as I accidentally stumbled upon multiple articles about Scetch and thought. Might be worth a try? But how to convey to customers and layout designers that the layout will not be in the usual psd format for them, and is it worth it? Really convenient program or just competent marketing?

In essence, if a layout designer is competent, then all he needs is a layout with a specification (pdf and pnzh), and separately displayed key elements that are not reproducible by styles, and believe me, there are not so many of them left, especially since there are always useful plugins for output: specifications, CSS -styles and elements.
You correctly raised the question, it's not about the tools, but about the organization of the workflow. Sometimes you can kick the coder, especially if you know CSS.

But to work with a raster, you will have to use PS. In general, you can even do it in indesign, the main thing is that the output should be a solution to the problem. Which tool is more convenient and more suitable for your tasks - use it. Everyone has demo versions :)
