This is the head of a group of specialists who are engaged in localization, translation of inscriptions in the application interface, documentation, etc.
This is all individual, it depends on what is being localized, they can use a special application created by the author of the product being localized, they can use the IDE to work with the source code of this application (you already need to be a programmer), and in some places it’s even reverse engineering, though this is already rather in China, and localization into Chinese. :)
