What do you need to know to say "I know/can program in powershell"?
All cmdlets? All wmi, com, .Net objects? regular expressions?
Or is it enough to remember a couple of dozen cmdlets, logical operators and understand how to work with objects? What if you need to google something?

I can say about myself that I don’t really know anything in PS, when I need to write some kind of script, I open Google and write there “powershell check file” or “powershell replace text in the file” and so on step by step.
But that didn't stop me from writing in my resume that I know PS, get an interview and get a job
What's stopping you from taking it and saying it?
The second question is: to whom and why are you going to say this?
It is impossible to know everything, in any task you need to be able to look for solutions, think, google.
Any person who works as a programmer does not know thoroughly certain topics, but he can always quickly find the right information and apply it.
I think this question does not apply to PS, but to everything in general. And there is no clear answer to this question. But at a minimum, you should know the basics with a bang.
