I'm going to assemble a team to create one Internet project. But I don’t know all the details for the implementation of this idea, namely, what specialists are needed, what to buy / rent, and so on. Task: development, maintenance, protection, promotion and support of the site, well, in general, a complete set! Well, what do you say about this? What to do/undertake, whom to hire, what to buy/rent, etc.
And moreover, is it necessary to test potential employees for skill and experience? And how and by whom to check it?

Well, in that case, you need a complete set.
1) Development - programmers in the scope of the required work (you did not specify what you are building), preferably a project manager and ideally another dba. A designer and layout designer will also be needed for sure.
2) Maintenance and protection - an admin with experience, maybe a couple more progers to support the project, fixes and features.
3) Promotion - SEO specialist, marketing and advertising department, + a hefty advertising budget if you need a "quick start".
4) support is that, adding new data to the site? Then the content manager is still, or the moderator in the case of an externally filled resource. If this is a feature refinement, see paragraph 2.
If the project is for yourself - IMHO it will turn out to be expensive, if for the company - is the company ready to keep so many extra. staff for a sickly salary? In short, it depends on the goal and task.
