What do layout designers use?

Hello!
What do layout designers/web developers use now for fast and productive work?
I recently tried Subleme Text3 (before that I worked on Notepad++) and was very happy with such plugins as Emmet, LiveStyle, Color Highlight and other smaller ones. However, it does not do without bugs: for example, LiveStyle does not update styles correctly, sometimes it does not even accept changes to styles made from the browser. In addition, ST3 does not have the ability to quickly set / remove "bookmarks" in the fields.
I suspect that there are more advanced tools for a long time :) .
Tell me which software package to pay attention to?
I work with html, css, js/jQuery, php.
Wishlist:
- Updating html/css in the browser on the fly;
- Abbreviated expressions (Emmet);
- Project file manager;
- Ability to mark lines (Bookmarks in Notepad++);
- It is desirable to have a portable version;
- Customization of appearance (I'm used to Notepad's color scheme, or, at least, the presence of a light theme);
- Community / extensive repository of plugins - where without them.
