What determines the load profile?

A. Number of competitive users of the System
B. Expected loading of hardware resources

I would like to get a more detailed answer.
In general, I understand that a load profile is a set of operations with given intensities that we can get based on statistics or based on software requirements.
But I can’t impose this understanding on the answer options)

well,
DDoS can be done in different ways:
1) you can open a bunch of TCP requests (SYN-flood) - now the hardware and software can handle this almost imperceptibly for the server in general.
2) you can catch up with hits - Get there or Post: competent caching on the server, and the software itself will allow it to breathe freely for many years
3) or you can pull the base with one hit (well, 10 times repeated with different or no parameters ) about everything in the world , including the application, its users, open connections, etc. etc.
and all this on one server
with one Number of competitive users Systems
with one Expected load of hardware resources
