What could cause performance degradation in games?

Configuration:
Mat. board: Supermicro X8DAH+-F
Processors: 2x Intel Xeon X5675
Video card: ASUS ROG STRIX GTX1060 6GB
RAM: 4x 8GB
OS: Windows 10 Pro
I accidentally noticed that in some games the FPS does not rise above 15-20. Mostly these are games on Unity, for example Enter the Gungeon, Audiosurf 2 (automatic setting determined the Low graphics preset).
Also in some non-Unity games, like the remasters of the first two Darksiders.
Utilities like Photoshop, Blender, and more demanding games like Darksiders 3, No Man's Sky, Dying Light are no problem.
The system is on an open stand, it is blown from all sides, the temperatures according to the graphs are all within the normal range.
Previously, such a problem was not observed, but it is difficult to say at what point this began to happen, since before that I had been running these games for a long time. After discovering the problem, I reinstalled the video driver, installed both the newest 417.22 at the moment and the old 391 using DDU. Installed the driver mat. boards offsite supermicro. Reinstalling the OS didn't help either. BIOS reset to default settings.
By the way, GeForce Experience does not see any of the problematic games.

The problem was solved by disabling these 2 features in the BIOS.
Thanks to this question How to choose the optimal graphics settings in games? Accidentally dropped out of recommendations after posting a question.
