What could be wrong with the motherboard?

All are debriefing the motherboard and video card RADEON RX460. The video card is 100% working. But what can happen to the GA-P67A-UD3-B3 (rev. 1.x) motherboard if even when you start the BIOS with this video card, squares appear instead of the picture at the initial picture? And also what kind of problems with updating the BIOS to a new version, no matter how many times I tried, there was always an error.

Not a word about the video card. Maybe she's dead?
And so, in the specification for the mat. board says:
1. 1 x PCI Express x16 slot, running at x16 (PCIEX16)
2. 1 x PCI Express x16 slot, running at x4 (PCIEX4)
* When the PCIEX1_2 or PCIEX1_3 slot is populated with an expansion card, the PCIEX4 slot will operate at up to x1 mode.
3. 3 x PCI Express x1 slots
(All PCI Express slots conform to PCI Express 2.0 standard.)
4. 2 x PCI slots
In short - make sure you insert it into the correct slot.
But it seems to me that the matter is different:
the specification for the video card says that it has a PCI Express 3.0 x8 bus (you have 2.0 and x16).
And also what kind of problems with updating the BIOS to a new version, no matter how many times I tried, there was always an error.
What a mistake - such a problem.
