What could be the reason that the content published from the application on Facebook is visible only to the person who created the application?

I post images to the wall Pages from the application.
If you publish from an application with a user token - everything is OK.
If I publish with a page token, the published content is visible only under the user who created the Page and Application. No other user can see the photo. With that, the pop-up window shows "Visible to everyone".
What could be the reason?
