I include "import 'semantic-ui-css/semantic.min.css'".
Error: 'ERROR in data:application/x-font-ttf;charset=utf-8;;base64,AAEAAAAOAIAAAwBgT1...'?

Semantic-ui is dead. There is an active fork: Fomantic-UI, most likely it is fixed there.
