What could be the problem with displaying the contents of an Excel 365 sheet?

In Excel 2016 and Excel 2019 (subscription, not online), there is a strange long-term glitch - from time to time a clipboard error occurs, after which the selection of rows / columns / cell ranges stops displaying for a while.
The selection itself takes place (which can be seen from the results), but there is no display of it (which is very inconvenient).

This phenomenon is observed on different computers but with the same type of program (subscription, while the program periodically sends and receives data from the Internet).
Excel 2019 (regular, non-subscription) does not have this problem (on the same computer and on the same network)

It seems that the contents of the clipboard are constantly sent to the cloud server and this problem occurs with network latency.
All settings related to the clipboard were made (enable, disable, etc.), but this did not work.
What else can be done to identify and fix this problem?
