What could be the error when connecting to the MySQL database, although all the conditions seem to be met?

Hello.
Please tell me what could be the problem with remote connection to the database.
The basis costs on a local computer, I try to be connected from other computer in a local area network.
1. The first thing I did for the test was to set up a VPN to simulate another network (I don’t know if it makes sense)
2. I set a rule in the firewall for MySQL ports

Perhaps you have disabled external connections to the database in your settings, those. mysql only listens to local connections and ignores external ones.
