What costs more - site design or its layout / installation of CMS?

Interested in this question.
If we consider, for example, the creation of a corporate website, where, in fact, only the news block and / or any services will change, which is easily done through CMS, then today what part of the costs will be higher? Design or what follows it?
Without taking into account the cost of the CMS itself, and provided that the designer - layout designer / programmer are equally good.

A corporate website is too broad a concept for a precise assessment. If we take a business card site - as a corporate site of a Microcorporation, then the design will cost from 30 to 60% depending on the variety of pages and the rest is layout + stretching (I do not take the cost of CMS into account), on average, we can assume that half is the design, and the second half of the remaining work.
And if we take a site, for example, Gazprom (we won’t look for how much money they gave for it), then it depends on the complexity of the site and the functionality of its backend, as a result, the design can take 10-30%, and the rest is development. As a rule, in large projects, both design and development never stop, only at the initial stage the design takes more time. Well, in general, after that you can always use the ready-made page view for subsequent innovations.
PS: I repeat - too little input data to give exact numbers. In order to at least approximately evaluate, you need to understand what you have under the corps site and WHAT its functionality will be.
