Why mix a render farm, file storage, hosting and testing into one pile?
Get a cross between a hedgehog and a snake, unsuccessful for any of the tasks separately.
The idea of ​​a test server on top-end hardware is especially bad. Then this code gets to a real hosting, and suddenly it turns out that it wildly eats resources, only you don’t notice this on your prodigy.

Impossible in any way. 30-35 rubles for a config without screws - there really will be normal server hardware , two xeons, 24G memory, an adapter raid.
And give another 30 rubles for screws - because putting screws on a server is SSZB.
As for the axis, it's either VmWare or Proxmox, or just linux (if you also want to work and rotate machines in KVM in parallel)

For such an amount you will not buy two xeons, and everything else to it, a core and 7 and 16 or 32 GB frames, and a raid on the built-in controller in the mother. Vmware ESXI and you will be happy.
