if the hardware supports - nvidia nvenc / intel quicksync / amd vce , obs can use all of them, the processor load is less than 10%, because a special hardware encoder is used.
if you only need recording without streaming - mirilis action
if you are thinking about a capture card - do not take usb 2.0 cards: no 1080p @60 fps, some cards are not compatible with obs.
if nvenc/qs/vce is not present and the processor is used - bitrate to maximum (2.5/3 Mbps for twitch), encoding profile in obs to superfast/ultrafast, downscale from any resolution up to 720p, play only in full screen mode (not use windowed or fullscreen windowed - they are slower), capture via game capture only - do not use window capture or desktop capture, they are more CPU intensive.
if even with downscale up to 720p it loads too much - turn off anisotropic filtering and anti-aliasing in the game, turn off shadows, ambient occlusion (ssao sbao hbao), lower the game resolution to 720p, close the browser - the chat loads the processor quite heavily when spamming smileys.
if you have a potato pc - downscale to 800x600, all game settings to minimum, resolution too.
and yet, maybe you just need to overclock the processor or video card and the performance is enough?
write the average fps in the game and see what limits fps - CPU or video card load.
