What CMS can be the cheapest way to pull an online store?

The essence of the question is this: it took about 30 different stores to be made, and as cheaply as possible. Usually we work with Opencart, however, stretching it is not cheap for a store with a total cost of 25 thousand rubles.
CMS requirements:

  • Finishability (no SAAS CMS is suitable)
  • Simplicity / cheapness at a stretch
  • Preferably working in PHP
  • The presence of modules like a filter by parameters

PS You shouldn't ask why make 30 stores (when you can make 1 big store), because the wording of the problem is exactly that and will not change.
