What cloud Java hosting to take for a small site (high ping SPB)?

I am developing a website in Java / Spring / Hibernate, a startup, quite small. I used to buy VDS, but I got tired of paying 300 rubles a month. Are there any cloud hostings that will not cost much and work fast in terms of ping (I'm physically from St. Petersburg)?
I would also like to attach a domain name to this site having a 2nd level. Is it possible to do this on cloud hosting?
So far I am considering Amazon, Elastic, OpenShift, Mail cloud, but I need to study and understand each one separately, I would like to save time.

If you are not ready to pay four dollars, then I’m sorry to launch an average project in Amazon on Java, which is already about forty dollars.

Have a look at vscale.io. Servers in St. Petersburg, the minimum tariff is cheaper than the one you specified (200 r);
It is possible to keep the domain on the provider's NSs;
Faster for this money is unlikely to find;
You will have to set up the environment yourself.
In the services you listed, it obviously should not be cheaper.
