What certificates can be obtained and where?

Hello! I am a freelance entrepreneur. But I want to be not just a coder, but a certified specialist, and not just have a piece of paper about taking any courses at a vocational school from the house opposite, but really important, international (preferably, but not necessary) certificates, thanks to which I can already be called a developer\ programmer, have respect and glue heifers! amuse your CHSV!
Interests show to:
1. Websites, online stores. Creation, development, design. [Everything is at a good level, except for design]
2. Web programming (Php, jquery, smarty, mysql html and css too, of course) [I cope with my tasks, the level is good, I think]
3. Development of programs for Windows and Linux. Well, I am not a programmer, but as a schoolboy and student I wrote a couple of programs in C ++, I plan to deepen my knowledge [here I am a complete zero]
4. Development for mobile platforms and OS. Recently I began to learn development for android, in connection with this I also teach JAVA [here I am a complete zero, but it is very interesting, today I wrote my first application for android and got a tattoo with their logo]
5. Seo, Internet marketing and advertising (context, teasers , banners, etc.) I have a couple of online stores of my own, I know about negative keywords, geotargeting and click-through, I don’t consider myself a guru]
I would like to know what certificates and where you can get in order to be considered a guru and an expert in these areas. I will also be glad to any advice and books that will help advance and deepen my knowledge.
I really want advice on the book for JAVA development in eclipse, both just for various OSes and for android. (I do not know the language at all, but I riveted a simple application.)

As for Java books, I recommend the following books, which are definitely worth checking out.
These are Bruce Eckel - Thinking In Java and the two-volume "Java 2 Fundamentals" and "Java 2. Programming Subtleties" by Kay S. Horstmann and Gary Cornell.
You can learn the basics of J2ME by reading the book J2ME Programming Platform for Portable Devices by Vartan Pirumyan. You can already learn more complex things (GPS, MMAPI) along the way, reading materials on the Internet, of which there are a great many.
Then check out the Java book. Effective programming by Joshua Bloch. The book is extremely useful not only for beginners, but also for experienced programmers.
With a background in Java + J2ME already in place, you can easily follow the Android developer guide.
Now for the certification. A certificate will not make you a guru. In my opinion, the biggest plus of certification is that when preparing for exams, you put your knowledge in order in the right area and fill in the gaps.
You can become an Oracle Certified Professional, Java ME 1 Mobile Application Developer by passing two exams. The first is for Java 2 SE, and the second is for Java ME.
In Moscow, exams are taken at authorized Prometric centers (there are other centers, but I don’t know).

In the case of Java, the scheme of surrender is as follows. You contact your local Oracle office and receive details from them to pay for the voucher. They send you the details and you go to the nearest Sberbank to pay the cost of the exam. Payment is made in rubles at the exchange rate of the Central Bank on the day of payment.
If you do not want to wait until you receive a voucher in paper form, then send a scanned payment receipt to the Oracle office and you will be given your voucher number.
After that, you contact the authorized center, tell them your data and voucher number, and then set the day for the exam.

Most importantly, it's not the certificate that makes you a good developer. But if you really want to, and are developing using PHP, then of course Zend PHP Certification. During preparation, learn how to design code better, learn a lot of new and interesting things - I guarantee.

For a freelancer, a portfolio plays a big role in my opinion, and not the availability of certificates.

Slightly out of your interests, but I can tell you about Microsoft courses. There are Microsoft Certified Partners who conduct courses and at the end of the courses certificates are issued stating that some courses have been taken. They consist of theory and practice, certified teaching materials are provided. If you wish, you can additionally pass the exam (you can pass it without training, just to confirm your knowledge). From personal experience, I’ll say that, like everywhere else, everything depends on the person, if you approach the matter responsibly, the result will be very good, which, in addition, will be documented.
