What causes incorrect work in some programs?

There were problems with the programs. Namely in Figma, GitHub Desktop, Notion Desktop, Discord.
After launch, the interface does not appear, only a white / black background appears.
Windows 10 version: 1803, build 17134.556
Please provide a solution to the problem, or at least the cause of its occurrence.
