You didn’t just decide to open the dispatcher, you yourself can probably guess what the problem is.
Open System Explorer or Process Explorer . See the Threads tab. Perhaps something from the drivers, prog in the tray, the same antivirus.
Disable everything in startup or boot into safe mode. Go through the antivirus.
