What causes an iPhone not to ping on a WiFi network?

I'm trying to figure out how to turn on "Home Sharing" in iTunes (listening to music from a computer on a mobile device), but I just can't connect my PC to my phone.
I try to ping the phone, but deafly.

ping 192.168.1.120

The router does not seem to have any tricky settings.

I've already switched ports, although I don't even know if I should have done it.

In the installed Win7, I tried to disable both the built-in firewall and the antivirus, and opened all the ports for itunes.exe, AppleMobileDeviceHelper.exe, AppleMobileDeviceService.exe. Restarted Bonjour, phone, PC, router.
I tried everything that Apple itself advises, but to no avail.

There is a GPON router Alcatel_Lucent I-240W-P
Maybe someone will give a hint in which direction to try to dig?

@tsovak

Maybe the iPhone itself is blocking? try another computer on your subnet to ping to eliminate the problem of your computer. waiting for the result

@IgorO2

I think the iPhone is made in China
