What causes an error when installing gulp?

Installing Gulp on windows and getting sh.exe not found error.
I understand that there is some kind of error with PATH_NAME.
But I don’t understand what and where to write to install gulp, tell the ignoramus.

Are you sure that it is gulp that does not want to be installed and not some gulp-shell or something like that? For the gallp does not need a bash.
In any case, sh.exe can be obtained when installing MinGW for example. Usually comes with git for win.
