What can you program in Objective-C from under Windows?

Not to write for IOS, but just to program in order to learn this language and so that in the future it will not take me so much time to go directly to application development

For the time being, it's better to practice on CodeSchool interactive courses . He will get you up and running.
Then buy yourself a poppy or install OS X under VMWare and train in a normal environment.
There is, of course, an open source implementation of Objective-C under the open source gnustep project, but... you don't need it, don't waste time and effort on it, better invest it in practice.
