What can simplify and speed up CMS based on the framework?

There is Laravel, and based on it, a ready-made October engine.
In what cases would it be inappropriate to take October, and work with naked Lara?
I understand if you need a flyer. But for example, if you need a service with business logic and a lot of work on the backend, how can October help here and speed up development? Let's say this is a service for processing meter data, with analytics, its own API, reports and charts.
And if you add user accounts to this service, the ability to upload photos to users, make friends, chat, blogs. Here October will speed up the development much?

CMS implements quite DEFINITE functionality.
Now, if this ALREADY EXISTING functionality suits you, then CMS will simplify your work.
Otherwise, you are neither warm nor cold from CMS.
