What can I do to make the Panel in the background (otherwise it overlaps it)?

There are ready-made backgrounds that should be in the very background. I do them through the panels, but they overlap the player and other gos. It needs to not be like that. How to do it?

I do them through panels

Do not do them through panels. Panels are UI, it is by default on top of regular GO.
You can use a sprite instead of panels.
The second option is to set up the canvas correctly - i.e. most likely it will be then WorldCanvas
