What can cause rc.local to not run on Ubuntu Server 15.04?

Hello. What can cause rc.local to not run on Ubuntu Server 15.04? The file says:
/etc/init.d/networking
#/etc/init.d/zabbix-server
#/etc/init.d/zabbix-agent
Empty starts fine. Thanks in advance!!

Did not help.
For the sake of interest, I reinstalled the OS, installed the DNS server, OpenSSH immediately during installation, and everything works fine.
