What can cause npm to hang on Finalize?

Hello! I'm trying to install Gulp. I write in the console npm install --save-dev gulp . Packages are being loaded, everything seems to be fine, but at some point, at the finalize stage, a random package may hang. Maybe it's not just the gulp. What to do? How to fix? Visual Studio Code opened as administrator, console in it.

I never found an answer. I had to reinstall Windows and everything started working fine. Maybe someday this will help someone.
