machine. - rails version 3.2.16 is not installed on the computer (and such a version is registered in Gemfile). And you don't have to install them.

Install ruby 2.2.0, rails 4.2.1 and learn them from new books/tutorials.
Everything is well described here, and there are 4 rails and 3.2, there is also a setting-installation.
