What can be the reason for the long opening of photos in Windows 7?

I use the ACDSee viewer to view photos. I noticed this strange thing, very annoying. When I double-click on any JPEG file, it takes 5-6 (!) seconds. before the program opens the file. But if you take a file and transfer it to the shortcut of this program, everything will happen instantly, in a split second. The situation does not change depending on the size of the file.
Is it possible to open files in the same way as transferring a file to a program shortcut does?

As far as I know ACDSEE maintains its own database for photo records, maybe this has something to do with it. I don't have such a problem. I am using version 9
