What can be a jamb when creating a 1C cluster?

Prompt, please:
Raised the server on Debian 8, 1c 8.2 platform.
The server starts. But the cluster is not created in server administration. "Cluster creation failed"
Port 1541 is open.
And: if you restart the server:
Stopping 1C:Enterprise 8.2 server: OK
Starting 1C:Enterprise 8.2 server: OK
After that, the attempt to create a cluster passes, it requires an administrator login and password, and that's it. I click OK - again the same error. After that, again, it does not even ask for a username and password. Again reboot - again the same crap. For a moment everything plows, then cuts down.

I think on linux it is rational to use platform 8.3. What caused the choice of version 8.2? Old configurations work fine on 8.3 in compatibility mode.
